Obama: "Another Washington inflicted wound on America." This has been flying under the radar, thanks to the debt debacle. The Senate failed to end the shutdown before Congress left for a month of recess, as if they deserve it.

Moody's Will Not Downgrade US AAA Credit

CNN breaking:
Moody's Investors Service says the United States will retain its AAA credit rating after President Obama signed a bill to raise the federal debt ceiling.

Moody's assigned a negative outlook on the top-notch rating, echoing comments by Obama that the new deal was only a "first step" toward a long-term debt solution.

Still in question is the rating assigned by Standard & Poor's, which last month warned lawmakers of a possible downgrade.

The AAA rating enables nations to borrow funds at lower costs because their governments are considered stable and their bonds safe.

Obama also mentions that republicans are holding up construction jobs:
And while we’re on the topic of infrastructure, there’s another stalemate in Congress right now involving our aviation industry which has stalled airport construction projects all around the country and put the jobs of tens of thousands of construction workers and others at risk -– because of politics. It’s another Washington-inflicted wound on America, and Congress needs to break that impasse now –- hopefully before the Senate adjourns -– so these folks can get back to work.

Senate Votes on Debt Ceiling at Noon, Downgrade May be Coming

The Senate will vote today at noon.
The debt ceiling bill is expected to handily pass and then Obama will sign it into law. Since today is the deadline, I imagine Obama will sign it quickly. Obama will speak at 12:15 pm ET (live stream). Tim Geithner, treasury secretary, says passing the bill on deadline might not be enough to prevent a credit downgrade, which many have been saying for a while. The republicans' choice to withhold their vote on the debt ceiling until they got what they wanted in spending cuts -- for a while Medicare and Social Security are spared -- caused a lot of damage to our economy. If this was a good bill, then that might be okay. But it's not. It's a sloppy bill -- that doesn't even do what it was supposed to do -- put together on the fly through a messy process. Thanks to the republicans, led around by their nose by the tea party, nations around the world have a new view of the U.S.
Treasury Secretary Timothy Geithner on Tuesday lamented the "spectacle" of the debt-ceiling debate and said he doesn't know whether the final deal will be enough to save the nation's triple-A credit rating.

"It's not my judgment to make," Geithner said of a possible downgrade. "I think this is a good result, but a terrible process."

The three major credit rating agencies — Moody's Investors Service, Standard & Poor's and Fitch — warned Congress that a credit downgrade could be forthcoming if the nation doesn't make sweeping budgetary changes to pare down the deficit. A downgrade to AA could rattle the markets and drive up interest rates for U.S. borrowing. The Hill
Throughout this process it's disconcerting to observe that a lot of people believe Obama makes the laws. Some people in this country don't realize that we have a law making body -- Congress (House of Representatives and Senate). Bills, which are intended to become laws, are introduced in either the House or the Senate. BOTH the House and Senate have to pass a bill, which then goes to the president for signature. Obama leads on issues and negotiates deals when Congress can't play nice, but the president only signs bills into law. Of course, the president can veto the bill, which means he kills it. Another thing, this bill is not a BUDGET. This is a bill to raise the debt ceiling (to pay our bills). Cutting spending was tagged on by the republicans who said they wouldn't raise the debt ceiling without also cutting spending.

House Passes Debt Ceiling Bill With Gabby Giffords Casting a Vote

That's it folks, 269-161. With a cherry on top. The Senate is expected to pass the bill tomorrow. Then of course, Obama will sign it:
The House on Monday approved bipartisan legislation to raise the $14.3 trillion debt ceiling and reduce long-term budget deficits, endorsing the agreement President Obama struck with Republican leaders.

The vote also featured the surprise and emotional return of Rep. Gabrielle Giffords, the Arizona Democrat who survived an assassination attempt earlier this year. She voted yes.

For all those who haven't figured it out yet, the bill doesn't RAISE THE DEBT. The debt is already incurred. It allows us to pay our bills.

I wish there were a way to punish (outside of voting) our Congressional "leaders," particularly the republicans, who turned raising the debt ceiling into a national nightmare, for the collective anxiety they caused our nation.
In an interview with ABC News' Diane Sawyer, Pelosi said she will "absolutely" vote yes on the compromise package, even though she agreed with one colleagues' characterization of it as a "Satan sandwich."

"It probably is – with some Satan fries on the side," Pelosi said.

Still, Pelosi said she's supporting it – and believes a sufficient number of House Democrats will follow suit – because the deal extends the debt limit for 18 months without any cuts to Social Security, Medicare or Medicaid, and it establishes a balance of cuts between discretionary spending and defense. Debt Deal Details Per White House

Mechanics of the Debt Deal

Immediately enacted 10-year discretionary spending caps generating nearly $1 trillion in deficit reduction; balanced between defense and non-defense spending.
President authorized to increase the debt limit by at least $2.1 trillion, eliminating the need for further increases until 2013. 
Bipartisan committee process tasked with identifying an additional $1.5 trillion in deficit reduction, including from entitlement and tax reform. Committee is required to report legislation by November 23, 2011, which receives fast-track protections. Congress is required to vote on Committee recommendations by December 23, 2011. 
Enforcement mechanism established to force all parties – Republican and Democrat – to agree to balanced deficit reduction. If Committee fails, enforcement mechanism will trigger spending reductions beginning in 2013 – split 50/50 between domestic and defense spending. 
Enforcement protects Social Security, Medicare beneficiaries, and low-income programs from any cuts. Read the rest here.
