Was the Nobel Committee's Choice of Obama Cynical?

Was the Nobel Committee just trying to manipulate Obama? Were they giving him a prize for not being George Bush?
The irony here is that Obama does stand for peace and he has been working at making peace at many levels: addressing youth crime, Middle East peace, peace between the races, diplomacy with Iran, elimination of nukes, bipartisanship.
Yet it's as if the world won't stand for it.
I'm convinced the people in the Middle East are content to make each other miserable. Here at home, the world has shifted for republicans and they're having difficulty coming to terms with things like diplomacy, gay rights and health care as a right.
If the Nobel Committee was trying to send a message that Obama shouldn't send troops to Afghanistan, they really blew it. If they chose Obama because he's not Bush, that's foolish.
