Foreign relations with a country like North Korea, which seems to be stunted as far as progressing forward, must be like dealing with an immature person, someone such as Rush Limbaugh. You can't engage on their level, in an exchange of insults, but somehow, you have to find a way to deal with them because they continue to act out.
