Today, the White House opened applications to the 2011 Race to the Top Commencement Challenge. Students from public high schools across the country are invited to demonstrate how their school prepares them for college and a career by going to www.whitehouse.gov/commencement and submitting an application. The winning school will host President Obama as their 2011 commencement speaker.

“I’m looking for the school that’s doing the best job of preparing students for college and careers,” said President Obama. “The winning school will understand that their number one priority is making sure that our kids are learning what they need to succeed in this 21st century economy.”

Obama Delivers Commencement at Kalamazoo High June 7

Kalamazoo Central High School in Michigan won an achievement contest. Obama leaves for Michigan at 2:40 pm. He will speak at 7 pm eastern. The speech will be live streamed at WhiteHouse.gov.

In choosing the Michigan school, the White House noted the district's privately and anonymously funded Kalamazoo Promise program. The district's 11,600 students are guaranteed scholarships covering 65 percent to 100 percent of a student's college tuition at any of the state's 15 public universities or 28 community colleges for four years.
The five-year-old program has paid out about $17 million for 1,500 graduates and expects to pay $7.5 million this school year.
The White House also cited Kalamazoo Central's 80 percent-plus graduation rate, improvements in academic performance and a culturally rich curriculum.
Education is widely viewed as one hope for Michigan's long-struggling economy. Detroit News

Obama to Speak at Kalamazoo Central High Graduation

In February, the Obama administration challenged high schools to high achievement. The winner--Kalamazoo Central High--gets Obama to speak at their graduation.

The six finalists: Blue Valley Northwest High School in Overland Park, KS, Clark Montessori in Cincinnati, OH, Denver School of Science and Technology in Denver, Colorado, Environmental Charter High School in Lawndale, CA, Kalamazoo Central High School in Kalamazoo, MI and MAST Academy in Miami, FL.

On the White House blog, Melody Barnes said the White House will work to get a Cabinet secretary or a senior administration official to deliver those high schools' commencement addresses.

Biden also announced some news about women's sports funding:

Washington, D.C. - Today, Vice President Biden announced that the Administration has issued a ‘Dear Colleague’ letter that withdraws a 2005 interpretation of Title IX policy. Enacted in 1972, Title IX mandates that any educational institution receiving federal funding for programs and activities cannot discriminate on the basis of sex. The 2005 policy issued compliance standards that were widely criticized for being inadequate and inconsistent with Title IX's nondiscrimination goals. Today’s announcement reverses this interpretation, and returns to a more thorough test for assessing compliance with Title IX. Secretary of Education Arne Duncan and Senior White House Advisor Valerie Jarrett, Chair of the White House Council on Women and Girls, joined the Vice President at George Washington University for this announcement.

“Making Title IX as strong as possible is a no-brainer,” said Vice President Biden. “What we’re doing here today will better ensure equal opportunity in athletics, and allow women to realize their potential - so this nation can realize its potential.”

“There is no doubt that Title IX has dramatically increased athletic, academic, and employment opportunities for women and girls, and educational institutions have made big strides in providing equal opportunities in sports,” said Secretary Duncan. “Yet discrimination continues to exist in college athletic programs--and we should be vigilant in enforcing the law and protecting this important civil right.”

For more than three decades, the Department of Education’s Office for Civil Rights (OCR) has provided three options to determine whether athletic programs at colleges, universities and secondary schools provide equal opportunities for athletic participation. Under one of these three options, OCR policy evaluated multiple indicators to determine the athletic interests and abilities of the underrepresented sex at educational institutions. The new ‘Dear Colleague’ letter clarifies that OCR does not consider survey results alone to be sufficient evidence of a lack of student interest or ability in sports. More at WH

Race to the Top Winners: Delaware and Tennessee

U.S. Secretary of Education Arne Duncan announced today that Delaware and Tennessee have won grants in the first phase of the Race to the Top competition.

"We received many strong proposals from states all across America, but two applications stood out above all others: Delaware and Tennessee," Duncan said in announcing the winners. "Both states have statewide buy-in for comprehensive plans to reform their schools. They have written new laws to support their policies. And they have demonstrated the courage, capacity, and commitment to turn their ideas into practices that can improve outcomes for students."

Delaware will receive approximately $100 million and Tennessee $500 million to implement their comprehensive school reform plans over the next four years. As with any federal grant program, budgets will be finalized after discussions between the grantees and the Department, and the money will be distributed over time as the grantees meet established benchmarks.

The U.S. Department of Education will have about $3.4 billion available for the second phase of the Race to the Top competition. Read more at the Dept. of Ed
