GOP's Decades-Long Formula

I heard this on a New Yorker politics podcast and bells went off. Reporter Ryan Lizza said the GOP formula is simple. When they're in power they reduce taxes. When they're out of power, they demand that democrats reduce the deficit. Pretty nifty. Pretty nifty. They seem to be going for the whole pie under the Obama administration. What is the democrats' formula?
